As a Senior HSE Manager, you will be responsible to the Worley Construction manager to monitor, audit and manage Site health and safety performance in line with legislative requirements and assist Management and Contractors with the implementation of Health and Safety Management activities for the Brockman Syncline 1 Project.

What you’ll do

We are looking for a Senior HSE Manager to join our Perth team.

The role responsibilities include:

  • Ensure Project compliance with all WA Safety Legislation obligations is maintained.
  • Develop required Project health & safety documentation and ensure their implementation, develop & manage the contractor alignment & mobilisation process (‘Good to Go’).
  • Lead the Brockman Syncline 1 Project management team in achieving the Project health and safety performance goals.
  • Promoting, Champion and coach ICARE, SMM and developing a positive site culture and lead, champion and coach CRM implementation and other safety initiatives.
  • Ensure a robust Hazard identification system is in place and raised hazards are reported and controlled and manage Project HSE risk process & facilitate monthly risk reviews.
  • Ensure the project has a robust safe system of work that it regularly audits and inspect and audit contractor compliance to the project’s safe systems of work.
  • Lead the management of the Site EMO and Security services, ensuring all required emergency training is completed and EMO MoU is complied with.
  • Provide visible leadership and adequate resources to support and ensure implementation of the Project HSMP, CEMP, Safety Maturity Model, ICARE and CRM initiatives.
  • Oversee and ensure the reporting and investigation of incidents is within specified timelines, oversee, co-ordinate and monitor the injury management process for the Project.
  • Work with Project management team to coordinate HS Forums and Fatality Prevention Program (FPP).
  • Coordinate the communication and reinforcement of health and safety expectations to the workforce.
  • Challenge and verify contractors are performing their work scopes in alignment with established and agreed requirements of the safe system of work.
  • Review leading and lagging health, safety and environmental performance indicators against established targets and developing action plans to address unfavourable trends.
  • Advise Project management on improvements to ensure the health and safety of their direct reports and contractors.
  • Lead and advise Site contractors and supervisors with the implementation of Project WHS Plan, lead and advise Site Contractors and supervisors with Statutory compliance and Health Safety deliverables and keep informed on any changes in the legislation.
  • Lead the develop and implementation of project training programs such as supervisor and CRM training.
  • Support and co-ordinate Site HSE Committee, HSE Leadership meetings and any required SBRT.
  • Ensure Post Mobilisation and Periodic Contractor Assessment to Project WHS Plan, HMP Project HS procedures.
  • Actively Lead all required Safety Interactions, daily and scheduled area inspections, Critical Risk Management (CRM) verifications, cross-contractor inspections, HSE System audits and recording and submitting associated documentation.
  • Ensure near-miss and hazard identification reporting by all Site personnel and actively participate in formal investigations of incidents that occur in their area of responsibility.
  • Lead the development of Construction Risk Assessment Workshops (CRAWs) and ensure effective implementation and scheduled robust reviews are conducted.
  • Assist in the investigation and formal reporting of incidents involving injury, near miss, damage to plant and equipment or environment harm and ensure that appropriate and timely action is initiated to prevent recurrence as per the Managing Incident Reports Process Flow Chart.
  • Ensure all incidents are entered into Enablon (RTIO) and Worley Assurance System (WAS), ensure the preparation of appropriate documents for Worley Weekly and Monthly Reports/ SRS reporting and all incident reporting is conducted effectively.
  • Facilitate the dissemination of health safety environment information to all relevant personnel on Project.
  • Ensure that HS deficiencies identified in: project inspections and audits, incidents, inspection and test procedures, appraisal of work practices and product delivery and use are corrected in a timely manager to prevent recurrence.
  • Participate in the resolution of any disputes, which may arise over project health safety environment issues, assist EPCM and Contractors to achieve the required Project KPIs.

What you’ll have

  • A recognized HS qualification, strong knowledge of the relevant HS legislation and standards.
  • Experience as an HS Manager in a FIFO role within the Construction or Mining sector, relevant years of experience as an HS Manager within the construction industry.
  • Experience on a Rio Tinto Site, strong experience in Rio Tinto projects safety systems.
  • Demonstrates excellent verbal and written communication skills, ability to show leadership in the field and be able to influence behaviours, particularly of contracting partners.
  • Extensive technical, practical and leadership experience in HS including experience in strategic planning and demonstrable experience in driving industry leadership in HS performance. Experience in building strong people relationships, general management practices and experience in managing and leading a team.
  • Relevant professional experience in a HS Manager role within the mining resources or mining construction sectors.
  • Deliver quality services and demonstrate a commitment to understand and meet customer needs, demonstrate a visible and active commitment to achieving the project’s HS vision and its associated requirements.
  • Act in the best interests of the Project and the client always.
  • Perform any other duties that are reasonably required from time to time.
  • Able to lead the development of a strong positive safety culture.
  • Pro-active, goal oriented with excellent attention to detail, excellent customer focus and able to consistently meet Worley’s and Rio Tinto’s needs.
  • Effectively manages change to work tasks and the work environment and assists others with adapting to change.
  • Able to identify issues, problems and opportunities; make timely decisions, develop appropriate and innovative solutions; and ask for assistance if required.
  • Able to work on multiple projects of various size and complexity, able to work effectively in small to large multi-disciplinary teams and share and transfer knowledge within teams.
