Quality Engineer - WAS

Key Responsibilities:
Implement and monitor QA/QC plans and procedures related to OSBL, NPB, and Utilities scopes.
Review and verify contractor Inspection Test Plans (ITPs), method statements, and quality documentation.
Conduct field inspections and surveillance of civil, structural, mechanical, electrical, and piping works within the assigned areas.
Ensure compliance with engineering drawings, specifications, international codes (e.g., ASME, API, ASTM) and relevant construction standards.
Coordinate with construction, commissioning, and HSE teams to proactively identify and mitigate quality risks.
Raise and track Non-Conformance Reports (NCRs), perform root cause analysis, and validate corrective actions.
Assist in material receiving inspections and ensure traceability and compliance of construction materials.
Ensure that QA/QC documentation including welding records, inspection reports, test results, and as-built records are maintained and submitted on time.
Support quality audits (internal and external) and assist in contractor/supplier surveillance as needed.
Liaise with client and third-party inspectors on quality issues and witness/hold point inspections.
Qualifications & Experience:
Bachelor's degree in Engineering (Mechanical, Civil, Electrical, or related discipline).
QA/QC experience in large-scale industrial or mining construction projects.
Experience with OSBL/Utilities and infrastructure scopes including piping, structural steel, underground services, electrical substations, and non-process buildings.
Strong knowledge of construction codes, standards, and QA/QC procedures (e.g., ISO 9001, ASME, AWS, IEC).
Familiarity with project quality systems, documentation, and electronic data management systems.
Strong interpersonal and communication skills with ability to work in a multi-disciplinary and multicultural environment.
